The Overdose Education and Naloxone Distribution (OEND) program aims to reduce opioid overdose deaths in LA County by teaching people at risk of overdose and those close to them how to prevent, recognize and respond to an overdose with rescue breathing and naloxone (Narcan), a medication that can reverse an opioid overdose. OEND is a program of the Los Angeles County Department of Health Services (DHS).

DHS is working with OEND provider, Community Health Project Los Angeles (CHPLA) who offers technical assistance, training and naloxone. CHPLA coordinates countywide Naloxone Access Points (NAPs) in each Service Planning Area. NAPs have fixed hours each week and are hosted by a network of LA Organizations.

For Provider Partners, the OEND program at CHPLA provides coordination, evaluation, provider trainings, training videos and other training materials for community education, authorization for providers to dispense naloxone to community members under the DHS Standing Order authority.
